Why don't they just swap

On JSTOR, if you click the button that says "view PDF", it downloads the PDF to your computer instead of opening it in the browser.

On the Penn Scholarly Commons website, if you click on the button that says "download", it opens the PDF in the browser.

This JSTOR download thing was fairly recent, right? It definitely used to be that a right click could get it opened in a separate tab. It's one of my many Major Life Struggles.
